Instrumentation & Controls Engineering Technical Authority and Lead
What will you do
The Instrumentation & Controls Engineering TA / Lead reports to the Engineering Manager, leads a small team of engineers, and works closely with the Projects, Maintenance, and Operations teams.
The Instrumentation & Controls Engineering TA / Lead ensures that the operation, maintenance and configuration of installed I&C equipment is safe, compliant, and optimised. They focus on the long-term operability and maintainability of installed equipment and drive project work to enhance asset performance.
The scope of equipment covered by the I&C engineering discipline includes field instrumentation, process control and shutdown systems, metering, analysers, fire and gas detection, actuated & control valves, shutdown & blowdown valves, pressure safety valves and telecoms.
The main work location is the Alkmaar office. The position requires visits to the onshore facilities in Noord Holland and offshore installations in the Dutch North Sea.
Responsibilities
Technical Authority for the Instrumentation & Controls Engineering Discipline
Accountable for defining the performance standards for all Safety and Environmentally Critical Elements (SECEs), ensuring compliance, approving deviations in the event of performance standard failure and endorsing continued operation where appropriate.
Maintains the lifecycle technical integrity of the installations within the I&C discipline by developing, maintaining and approving appropriate maintenance and integrity strategies, engineering standards, procedures, guidance documents and technical documentation. Ensures periodic review and continuous improvement
Ensures Technical Compliance in accordance with the TAQA Management System and all relevant statutory instruments, codes, regulations, practice notes, safety notices and flashes, with specific accountability for: IEC 61511 Functional Safety for Safety Instrumented Systems (SIS), IEC 61508 Functional Safety for Programable Electronic Systems (PES) and OT Cybersecurity in accordance with the NIS2 European Directive
Keeps up to date with changes in legislation, standards, and industry practices, ensuring these are incorporated into inspection and maintenance programs
Takes the lead in resolving non-routine problems related to I&C systems and equipment
Performs root cause analyses of system failures
Maintains discipline-specific competency assurance process for technicians and authorises where appropriate
Carries out routine maintenance history reviews, ensuring forward plans are established for identified I&C equipment performance gaps (KPI’s, history, trends, and backlogs)
Makes recommendations relating to strategic facilities improvements for the long-term reliability of I&C equipment.
Engineering Lead
Coordinates the I&C engineering team, ensuring work is prioritized and progressed with appropriate timing and quality
Coaches and develops all direct and functional reports. Ensures succession planning is effectively managed
Manages the approved discipline budget and inputs to project planning
Ensures all temporary or permanent modifications are technically assessed, meet appropriate standards and correctly endorsed. Attends factory acceptance tests as required
Provides field presence during installation and commissioning activities, supervising engineering & installation contractors, offering coaching and assuring quality
Independently manages selected I&C-related projects
Sets the I&C engineering design standards for TAQA NL, including Specifying engineering documentation requirements, scopes of work, datasheets, drawings, design calculation methodology and Specifying commissioning protocols
Monitors compliance with standards and procedures
Reviews and approves I&C documents and drawings, produced internally or by external parties
Participates in study work, including feasibility, FEED and detailed design
Manages third-party engineering vendors
Acts as Contract Holder of discipline vendor support contracts, ensuring contract performance reviews are undertaken and all materials and service orders are technically approved
Ensures discipline findings from audits, root cause analyses and incident investigations are completed.
What we search for in you
We’re happy to hear from professionals with a bachelor’s/master's degree in Instrumentation Control and Automation Engineering with at least 10/15 years of experience in I&C Engineering. In this role you'll require both Dutch and English language skills.
We'd like to see as many of the following skills on your CV:
Functional Safety Certification Level 02
Chartered Engineer status with an appropriate engineering council registered body
Client-side experience on operational facilities (onshore or offshore)
Hands-on field experience diagnosing and resolving equipment failures
Hazard identification and risk assessment methodologies including HAZOP, LOPA and SIL verification
Management of Change processes and tools
Ability to make authoritative technical decisions and clearly justify them to management
Strong situational awareness of facility status and operational priorities
Effective prioritization and progression of HSE, Operations, and Project-related tasks
Proven leadership and mentoring skills for developing junior engineers
Understanding of engineering contracts, procurement processes, and project procedures
Ability to work effectively in multi-disciplinary project teams
Strong communication and stakeholder engagement skills
Thorough understanding of key Dutch legislation and regulatory frameworks, with detailed knowledge of major accident hazards, performance standards, assurance and verification activities
Sound knowledge of engineering practices, codes and standards and their application to development and management of lifecycle asset integrity assurance programs
Previous Technical Authority experience
BOSIET and VCA Vol training
Experience with project engineering / project management
Fluent in Dutch and English
